I have an Inspiron 1150 Mobility Intel Pentium 4 2.8 GHz but sometimes it runs on 1.6 GHz. I thought that XP doesn't tell right but Bios says the same. I also downloaded CPU-Z, it says the same, it runs on 1598 Mhz.

What might be the problem??

the mobile pentiums "centrino" technology throttles down the cpu when it's on battery, and during other low-power situations, such as sitting idle. It's normal.

Also, dusted the air passages? If it senses itself overheating it slows down.
